Job summary

GCI Incorporated in Chantilly, VA, is seeking a Program Manager to lead customer-focused IT projects. You will coordinate with project managers and engineering, infrastructure, and operations teams to assess requirements, allocate resources, and deliver contractual IT solutions across the full systems lifecycle.

You will drive program plans, manage costs and schedules, and communicate status to senior leadership while mentoring team members and promoting a collaborative, results-driven culture.

Qualifications

  • Bachelor’s degree in computer science, information technology, or equivalent; or six years of IT development project experience.
  • At least five years as a program manager on complex IT development projects.
  • Experience managing dispersed personnel and complex data processing programs.
  • Experience managing cost, schedule, and budget against mission requirements.

Responsibilities

  • Serve as primary decision authority for all program-related matters and oversee program execution.

Key Responsibilities

The individual in this role will be responsible for delivery of customer-focused IT projects. The individual will work closely with project managers and various software engineering, infrastructure, and technical operations teams to assess requirements, coordinate resources, and deliver projects for the customer. S/he will apply expertise in project management processes to support program development, integration, and operation of the customer’s IT infrastructure (i.e., full systems lifecycle of the IT infrastructure).

Program Leadership & Execution
  • Serve as the primary decision authority and focal point for all program-related matters.
  • Oversee program execution, managing cost, schedule, and technical performance throughout all phases, from transition to contract closure.
  • Develop and implement comprehensive program plans, schedules, and budgets, optimizing resource allocation and identifying cost‑saving opportunities.
  • Ensure timely delivery of all contract deliverables (CDRLs) and adherence to mission requirements, financial constraints, and stakeholder priorities.
  • Monitor program progress, track key performance indicators (KPIs), identify risks, and implement mitigation strategies, while reporting status to senior leadership.
Stakeholder Engagement & Communication
  • Serve as the direct interface with the customer, ensuring effective communication and resolution of issues.
  • Effectively communicate program status, risks, and opportunities to stakeholders at all levels.
  • Build and maintain strong relationships with key stakeholders, including sponsors, employees, and teammates.
  • Recommend innovative solutions and management strategies, particularly in customer-focused IT projects
Change Management
  • Lead change initiatives, ensuring smooth transitions and addressing stakeholder concerns to minimize disruption.
  • Manage critical programmatic linkages, including personnel assignments, financial constraints, and stakeholder equities.
Team Leadership & Development
  • Foster a positive and collaborative work environment, promoting teamwork and innovation.
  • Provide leadership, coaching, and performance feedback to team members.
  • Resolve conflicts and negotiate solutions to complex issues.
Education And Experience
  • Bachelor’s degree in computer science, information technology (IT), or equivalent technical discipline, or minimum of six years of work experience in IT development projects
  • At least five years total experience as a program manager on projects of comparable complexity and providing specialized software development and engineering services in support of technical operations
Required Qualifications
  • Demonstrated experience successfully managing disparately located personnel
  • Demonstrated and current experience managing programs with complex data processing requirements
  • Demonstrated and current experience managing a program delivering systems/tools/solutions in production, while transitioning to better technology solutions
  • Demonstrated experience managing cost, schedule and budget of contract against mission requirements and prioritization
Desired Qualifications
  • Prior experience managing projects with dependencies across Intelligence Community elements
  • Experience managing programs delivering technologically complex solutions to address 24/7 near‑real time data processing/availability requirements
  • Experience managing programs delivering tactical technical operations solutions to OCONUS locations and foreign government entities on behalf of the Intelligence Community
  • Prior experience managing projects with OCONUS short- and long-term deployments
  • Strong communication and interpersonal skills, both written and verbal.
  • Strong attention to detail and commitment to quality.
  • Strong understanding of the hiring and staffing process
  • Proficiency in project management tools (e.g., Visio, Jira).
  • PMP certification

A candidate must be a US Citizen and requires an active/current TS/SCI with Polygraph clearance.
