Job summary

Catalyst Operations & Analytics is seeking an IT Program Manager to lead complex development and O&M programs for government customers. You will manage cost, schedule, and performance against the contract SOW, interface with customer leadership, and coordinate contractor teams to deliver high-quality IT solutions on time and within budget.

Applicants should have 8–11 years of PM experience in relevant programs, including leadership of contractor personnel, and familiarity with government

Qualifications

• Bachelor's degree and 8–11 years of relevant program/project management experience, including at least 5 years leading and managing contractor personnel and deliverables under a contract of similar size and scope.

Responsibilities

• Plan, direct, and manage IT development and/or O&M programs, including cost, schedule, and performance management.
• Lead and manage contractor and subcontractor teams in a government operating environment.
• Develop requirements documentation, assess customer requirements, and create responsive program/project plans.
• Familiarity with Agile/Scrum or SDLC-based program execution and government contract structures (cost-plus, T&M, FFP).
• Exhibit strong leadership, interpersonal, and communication skills interfacing with all levels of management.

Position Summary

IT Program Managers plan, direct, and manage the successful execution of complex IT development and/or Operations & Maintenance (O&M) programs in support of the customer's requirements. IT Program Managers interface with customer leadership and internal management, manage cost, schedule, and performance against the contract statement of work, and lead contractor personnel and subcontractors delivering against program commitments. IT Program Managers are expected to build strong customer relationships, resolve program risks and issues, and ensure delivery of high-quality IT solutions on time and within budget.

Education/Experience Requirements:

• Bachelor's degree and 8-11 years of relevant program/project management experience, including at least 5 years leading and managing contractor personnel and deliverables under a contract of similar size and scope; equivalent combination of education and experience may be considered

Required Skills:

• Demonstrated experience managing IT development and/or O&M programs, including cost, schedule, and performance management
• Experience leading and managing contractor and subcontractor teams in a government operating environment
• Experience with requirements documentation, customer requirements assessment, and development of responsive program/project plans
• Familiarity with Agile/Scrum or SDLC-based program execution
• Experience managing programs within government contract structures (e.g., cost-plus, T&M, FFP)
• Strong leadership, interpersonal, and communication skills, with the ability to interface with all levels of customer and company management
• PMP certification preferred
