Job summary

Cubic Transportation Systems is seeking a technical design & build Program Manager to plan, execute, monitor, and control multi-million dollar fixed-price NRE programs for mobile payment and fare collection solutions in major municipalities, with a focus on the Washington DC region. Travel 10–20% is expected; preferred to reside in DC region, Maryland or Virginia.

Qualifications

• Four-year college degree, or equivalent, in electronic, software or mechanical engineering or related technical discipline, plus eight years of related technical or engineering experience.
• Project management, program management, or other supervisory responsibility on high risk and/or high value programs is preferred.
• Advanced engineering degree or MBA is preferred.
• Project Management Professional (PMP) certification is highly recommended.
• Proficiency in Microsoft Office tools (Word, Excel, PowerPoint) is required.
• Proven ability to lead cross-functional program teams.
• Proven understanding of engineering, operations (procurement, subcontracting, and manufacturing), system integration and test, quality assurance, configuration management, logistics, contract administration, standard business practices, finance, and the relationship of programs within a portfolio.
• Ability to effectively communicate verbally and in writing, make presentations and conduct negotiations with customers, subcontractors, and vendors.
• Requires travel 10%–20%, domestic and international.

Responsibilities

• Create a project management plan using PMO best practices that fits stakeholders' needs and budget.
• Oversee multiple program elements from inception to completion including proposal development, design, procurement, subcontracting, manufacturing, testing, delivery and acceptance.
• Develop and manage complex development schedules with Primavera support.
• Ensure on-time delivery of all program deliverables.
• Manage customer expectations within the contract boundaries.
• Develop and maintain a project risk register and minimize risk exposure.
• Conduct program coordination meetings and participate in reviews.
• Ensure resources are available (engineering, manpower, production, IT, facilities).
• Control scope changes, communications, and quality across the program.
• Collaborate with finance to determine cost settlements and profitability.
• Present program status to executive leadership monthly.
