Job summary

Armand Corporation seeks an experienced Senior Program Officer to support planning, design, construction, and closeout of complex public-sector capital projects in New Jersey. You will coordinate multidisciplinary teams and monitor budgets, schedules, and contract requirements while protecting the client's financial and contractual interests.

Qualifications

• Bachelor's degree in construction management, Architecture, Engineering, Finance, Planning or related field; 10+ years experience in large-scale development.
• Knowledge of construction codes and regulatory environment affecting development.
• Experience reading and interpreting construction documents and drawings.
• Knowledge of project management software to manage schedules (Primavera Expedition, Prolog, etc.).

Responsibilities

• Oversees and manages complex projects from planning through post-occupancy with stakeholders including public agencies and consultants.
• Monitors project budgets, schedules, contract requirements and overall performance.
• Prepare presentations on project costs, schedules and change management for leadership and boards.
• Coordinate activities and resolve issues to deliver projects within scope and on schedule.
• Liaise with school district facilities and other authorities to protect financial interests of the Authority.
• Lead procurement and performance evaluations for contractors and consultants.
• Perform analyses and draft reports; advise on best-practice issue resolution.
