Job summary

Leidos is seeking an experienced Program Manager to oversee a high-speed, secure network program for a federal agency. You will lead project delivery, customer relationships, and contract execution in a 24x7 O&M environment, ensuring 99.99% uptime and strong governance.

You will manage a diverse team of engineers and security specialists, develop roadmaps, and coordinate with Leidos leadership and client stakeholders to drive successful outcomes and growth.

Qualifications

• Bachelor's degree in Computer Science, Information Systems, Engineering, Business or related discipline.
• Active PMP or PgMP certification.
• Fifteen years of relevant experience with 10+ years leading projects and multi-contract programs.
• Experience managing programs with at least $50M annual value on FFP and T&M contracts.
• Strong oral and written communication with senior leadership.

Responsibilities

• Serve as the senior point of accountability for Project Management, Billing, Access Management, and Inventory Management.
• Drive performance against SLAs/SLRs, maintaining 99.99% network uptime.
• Oversee management of the full contract scope of work.
• Lead development of a Task Order/Program Management Plan with staffing, timeline, and controls.
• Develop an Annual Strategic Plan and Five-Year Roadmap for network operations.
• Champion continuous improvement and automation to reduce manual effort.
• Ensure compliance with PM methodologies (PMBOK) and client reporting.
• Recruit, develop, and retain a high-performing network team.
• Ensure staffing meets evolving mission requirements and security standards.
• Lead transition planning for contract continuity.
• Identify and report potential conflicts of interest.
• Support cybersecurity governance and coordinate with client security stakeholders.
• Manage Leidos policies compliance and uphold ethical leadership.
