Job summary

The Colorado Energy Office is hiring a Senior Program Manager to oversee the award negotiation with the US Department of Energy and to manage contracting with Xcel Energy as a key partner. This role will ensure compliance with federal funding rules and help scale staff and processes for a major SPARK initiative.

The position offers a hybrid work arrangement, with responsibilities spanning procurement, contracting, and grant implementation.

Qualifications

• At least four years of professional experience working on procurement, contract negotiation, implementation, or management of federal funds.
• Direct experience with federal compliance including BABA, DBRA, NEPA, and other federal regulations.
• Experience developing project scopes of work and budgets.
• Proven ability to work independently.
• Legal/technical writing experience.
• High level of accuracy and attention to detail.
• Ability to work in a fast-paced environment with tight deadlines.
• Ability to multi-task and manage a tracked workflow.
• Experience with Salesforce, MS Office Suite including Excel and Google Workspace.

Responsibilities

• Manage the negotiation of the federal award between DOE and the Colorado Energy Office, moving from award to contract by April 2027.
• Coordinate budgeting and planning to fund staff responsibilities and hiring.
• Develop staffing and hiring plans including staged hiring based on milestones.
• Prepare and assemble necessary documentation for contract negotiations.
• Manage negotiations with Xcel Energy as subgrantee.
• Ensure compliance with federal regulations and reporting requirements (BABA, DBRA, 2 CFR 200).
• Monitor subrecipient/vendor invoices and project milestones.
• Complete quarterly, semi-annual, and annual federal/state reports.
