Job summary

Empower AI is hiring a Program Manager IV to lead DoD IT service programs, overseeing planning, execution, and delivery for Army data center operations. This on-site role supports Roanoke/Radford, Virginia area with senior government engagement and a strong emphasis on compliance and performance.

The ideal candidate will hold an active PMP or DAWIA Level III, DoD Secret clearance, and 8–12+ years in federal IT program management, including budgeting, risk, and stakeholder briefings.

Qualifications

• Bachelor's degree in IT, business, or related field; master's preferred.
• 8–12+ years in DoD or federal IT program management.
• Active PMP or DAWIA Level III; DoD Secret Clearance required.

Responsibilities

• Lead all phases of IT services program management from planning to closeout.
• Serve as primary government point of contact with senior Army stakeholders.
• Develop program plans, schedules, risk registers, and metrics per DoD standards.
• Oversee acquisition planning, contract administration, and procurement activities.
• Coordinate with engineering, cybersecurity, cloud, and logistics teams for delivery.
• Support cost modeling, budgeting, and financial reporting for reimbursable programs.
• Provide executive briefings and program documentation to DoD leadership.
• Ensure compliance with DoD, Army policies, RMF, and cybersecurity directives.
• Support continuity of operations and disaster recovery planning.
