Job summary

Empower AI is seeking a Program Manager IV to oversee complex IT services programs for Army Enterprise Data Centers, including CONUS/OCONUS operations and cloud-hosted environments. This on-site role requires DoD certification and active security clearance, with the Roanoke/Radford, Virginia area as the primary work location.

You will lead planning, execution, risk management, and performance measurement while coordinating with DoD stakeholders, PEOs, PMOs, and the Army.

Qualifications

• 8–12+ years of program management experience in DoD or federal IT.
• Active PMP certification or DAWIA Level III in Program Management.
• Active DoD Secret Clearance required at time of hire.
• Experience managing IT services programs in a DoD/Army environment.
• Excellent written and verbal communication with senior government officials.
• Working knowledge of Army acquisition processes and DoD IT governance.

Responsibilities

• Lead all phases of IT services program management from planning to closeout.
• Act as primary government point of contact with PEOs, PMOs, and Army leadership.
• Develop program plans, schedules, risk logs, and performance metrics.
• Oversee acquisition planning, contract administration, and procurement activities.
• Coordinate with engineering, cybersecurity, cloud, and logistics teams for service delivery.
• Support cost modeling, budget formulation, and financial reporting.
• Provide executive-level briefings and program documentation to DoD stakeholders.
• Ensure compliance with DoD regulations, Army policies, RMF, and FISMA.
• Support continuity of operations and disaster recovery planning.
