Job summary

Empower AI in Reston, VA, seeks a seasoned Program Manager IV to lead DoD/Army IT services programs on-site in the Roanoke/Radford area. You will manage complex efforts across AEDCs, cloud environments, and reimbursable contracts, communicating with PEOs, PMOs, and senior Army leadership.

Required 8–12+ years of DoD program management, a DoD Secret Clearance, and PMP or DAWIA Level III. Prior cloud, RMF, and FinOps experience strongly preferred.

Qualifications

• 8-12+ years of program management experience in DoD or federal IT programs.
• Active DoD Secret Clearance required.
• PMP certification OR DAWIA Level III certification.
• Must be on-site Roanoke/Radford, VA; US Citizenship required.
• Experience with cloud migration and enterprise IT managed services.
• Strong written and verbal communication with senior government officials.

Responsibilities

• Lead all phases of program management - planning, execution, monitoring, control, and closeout for IT services and support programs.
• Serve as primary point of contact for government customers including PEOs, PMOs, and senior Army leadership.
• Develop and manage program plans, schedules, risk registers, issue logs, and performance metrics per DoD/Army standards.
• Oversee acquisition planning, contract administration, and procurement activities.
• Coordinate with engineering, cybersecurity, cloud operations, and logistics teams for integrated delivery.
• Support cost modeling, budget formulation, and financial reporting for reimbursable IT programs.
• Manage contractor and government personnel performance and staffing across work streams.
• Provide executive briefings and status reports to senior DoD stakeholders.
• Ensure compliance with DoD regulations, Army policies, FISMA and cyber directives.
• Support COOP and disaster recovery planning.
