Job summary

Empower AI is seeking a Program Manager IV to lead IT service programs for Army data center operations. This on-site role supports Roanoke/Radford, VA, with interfaces to DoD stakeholders, PEOs, PMOs and Army customers. A seasoned DoD PM with strong communication is essential.

The ideal candidate will oversee planning, execution, and delivery across AEDCs, manage budgets and risk, and ensure compliance with DoD governance while coordinating with engineering and cybersecurity teams.

Qualifications

• Bachelor's degree required; Master's preferred.
• 8-12+ years of program management experience on DoD/federal IT programs.
• Active DoD Secret Clearance required at time of hire.
• Experience managing IT services programs in a DoD/Army environment.

Responsibilities

• Lead all phases of program management for IT services and support programs.
• Serve as primary point of contact for government customers at all levels.
• Develop and manage program plans, schedules, risk registers and metrics.
• Oversee acquisition planning, contract administration, and procurement activities.
• Coordinate with engineering, cybersecurity, cloud operations and logistics teams.
• Support cost modeling, budget formulation, and financial reporting.
• Manage contractor and government personnel performance and staffing.
• Provide executive-level briefings, status reports and program documents to senior DoD stakeholders.
• Ensure compliance with DoD regulations, Army policies, FISMA and cybersecurity directives.
• Support COOP and disaster recovery planning efforts.
