Jobtailor in Raleigh, NC is seeking a seasoned Program Manager to lead complex capital programs for public-sector clients from setup to close-out. You will coordinate cross-functional teams, manage budgets and schedules, and drive performance while expanding delivery capacity for clients.

The ideal candidate has 8+ years in program management and a PE license, with strong communication skills and a track record in public sector projects. CCM or PMP and an MPA are preferred.

Qualifications

  • 8+ years of experience in Program Management, Municipal/County Engineering or Administration oversight, and engineering or project management.
  • Bachelor's degree in Civil Engineering (or equivalent).
  • Professional Engineer (PE) license or the ability to become registered within 6 months.
  • Ability to lead, motivate, and manage a project team and oversee excellent quality of work.
  • Excellent written and oral communication skills.
  • Preferred: Certified Construction Manager (CCM) or Project Management Professional (PMP).
  • Preferred: Masters of Public Administration (MPA).

Responsibilities

  • Manage complex capital programs for public-sector clients across the full lifecycle, from program setup and strategic planning through execution, performance tracking, and close-out.
  • Coordinate disciplines and projects to maintain budgets and schedules.
  • Provide training and/or augment clients' staffing to expand their project-delivery capacity.
  • Identify and pursue new program opportunities.
  • Potentially serve as Senior Technical Advisor and/or Client Development Lead to drive long-term partnerships and program success.
  • Ensure quality client services and delivery of work products within budget and schedule constraints.
  • Support business development through client relationship and management services.
  • Coordinate assigned work for continuity, consistency, and quality.
  • Direct and supervise complex studies and investigations; investigate new technology and applications of existing techniques.
  • Define tasks, supervise work, review and approve deliverables, and prepare recommendations and conclusions for final reports.
  • Determine and schedule required program/project resources.
  • Evaluate program/project decisions for objectivity, soundness, and impacts on schedule, budget, and success.
  • Maintain established schedules and keep the Program Management Group Manager and/or Regional Lead informed of activities, needs, problems, and requests.
  • Monitor existing and pending regulations and related technical advancements
  • Participate in administration, interpretation, and implementation of contracts, solicitations, and public-sector procurement activities
