Job summary

Chenega MIOS is seeking a Program Analyst (SME) to be embedded in the Headquarters Budget Management Division (HQ BMD). You will execute budget and programming functions, develop SOPs, manage workflow, and contribute to strategic planning across multiple offices in a secure environment.

You will build BI dashboards, support PPBE activities, and coordinate with acquisition teams while ensuring compliance with regulations.

Qualifications

• High school diploma or GED equivalent.
• Bachelor’s degree preferred.
• 10+ years of related experience in a government contracting environment.
• Secret clearance required.

Responsibilities

• Interpret policies based on regulations, directives and ethics governing work.
• Support spend plans, obligation run-out charts, and budget execution forecasts.
• Monitor contract expenditures and analyze trends; assist ULOs/NULOs reconciliation.
• Develop methodology for contract resource allocation and funding profiles.
• Support manpower data and workforce tracking for resource planning.
• Identify cost, schedule, and performance tradeoffs; prepare data-driven risk assessments.
• Collaborate with POs, APMs, and Acquisitions to manage budget oversight.
• Support PPBE cycle including POM, BES, and President’s Budget exhibits.
• Support budget justification materials across RDTE, OPA, O&M, AWCF.
• Support transition from unclassified to secure networks under oversight.
• Provide technical support including transactions, reconciliation, and training.
• Develop and maintain BI dashboards for executive analytics.
• Process interagency agreements using Treasury G-Invoicing and DoD forms.
• Consolidate internal controls and GRC activities; manage user access.
