Job summary

Chenega MIOS seeks a Program Analyst (SME) embedded within the Headquarters Budget Management Division (HQ BMD) to execute comprehensive Budget and Programming functions and to develop SOPs and job aids for complex processes. This role supports PPBE cycles, POM builds, BES submissions, and executive-level reporting across multiple offices.

Qualifications

• Must have strong business and organizational skills with outstanding written and verbal communication.
• Detail oriented with the ability to manage multiple tasks.
• Proficient in Microsoft Office products, especially Word, PowerPoint, Excel and SharePoint.
• Secret clearance required.
• 10+ years of related government contracting experience.

Responsibilities

• Interpret policies based on regulations, directives from higher echelon, management principles and ethics governing conduct of work.
• Develop, maintain and verify spend plans, obligation run-out charts and budget execution forecasts.
• Monitor contract expenditures, analyze execution trends, and support reconciliation of ULOs/NULOs.
• Develop methodology for contract resource allocation and funding profiles; ensure compliance with regulations.
• Support manpower data and workforce tracking models for resource planning.
• Identify cost, schedule and performance tradeoffs; prepare data-driven risk assessments for leadership.
