Job summary

Arlo Solutions seeks a Management Analyst III to provide high-level analytical support for the NOAA Research Security Program in Silver Spring, MD. The role emphasizes program management, framework development, compliance monitoring, and policy implementation to meet NSPM-33 requirements.

Qualifications

• Active TS/SCI clearance required.
• Bachelor's degree in management, business, public administration, or related field.
• Minimum 5+ years of program/policy analysis experience, with at least 3 years in federal government contracts.
• Demonstrated experience in developing policies and frameworks for federal programs.
• Strong understanding of project management methodologies and compliance frameworks.
• Experience with risk management and control systems.
• Proficiency with Microsoft Office, Google Workspace tools, and Smartsheets.
• Excellent analytical, documentation, and organizational skills.

Responsibilities

• Develop and maintain the Research Security Program framework aligned with NSPM-33 requirements.
• Create the CONOPS document outlining the operational vision for the program.
• Design and document workflows, process diagrams, and reference guides for program implementation.
• Support the development of the implementation roadmap with timelines and milestones.
• Lead the drafting and implementation of comprehensive research security policies and procedures.
• Develop standardized templates and formats for research security documentation.
• Create guidance documents for NOAA institutions on NSPM-33 compliance.
• Support development of collaboration procedures with other federal agencies and stakeholders.
• Establish continuous monitoring systems to ensure NSPM-33 compliance.
• Design and implement research security assessment methodologies.
• Create compliance tracking mechanisms and reporting templates.
• Develop the risk register for integration with NOAA Risk Expert Network (REN).
• Design performance metrics and quality assurance indicators for the program.
• Produce monthly/quarterly compliance reports documenting program status.
• Generate assessment reports identifying vulnerabilities and tracking improvements.
• Develop and maintain program documentation including working group structures and support plans.
