Job summary

Arlo Solutions seeks a Counterintelligence Analyst to support NOAA's Research Security Program. The role focuses on specialized analyses to identify, assess, and mitigate threats to NOAA's technologies, IP, and data. Requires experience in counterintelligence, export controls, and NSPM-33 frameworks.

Hybrid role in Silver Spring, MD with a TS/SCI clearance. The position emphasizes policy development, risk assessments, and incident response planning within a government/research environment.

Qualifications

• Bachelor's degree in Intelligence Studies, International Relations, Cybersecurity, or related field.
• Minimum 5 years of counterintelligence experience, preferably in government or research environment.
• In-depth knowledge of NSPM-33 requirements and research security frameworks.
• Experience with export control regulations (ITAR, EAR) and technology control procedures.
• Proficiency with classified and unclassified intelligence analysis tools and methodologies.
• Strong analytical skills and ability to synthesize information from multiple sources.
• Excellent written and verbal communication skills.

Responsibilities

• Conduct threat assessments of foreign influence risks in NOAA research programs.
• Analyze intelligence reports and open-source information to identify threats to NOAA-sponsored research.
• Perform due diligence on foreign entities seeking collaboration with NOAA programs.
• Support development of asset lists and risk management procedures for research security.
• Assist in developing due diligence processes for classified and unclassified reviews.
• Contribute to export control policy development and technology control plan assessments.
• Draft standard operating procedures for counterintelligence-focused due diligence.
• Provide briefings to NOAA personnel on trends and indicators.
