Job summary

Responsibilities include threat assessment, due diligence, policy development, and collaboration with classified and unclassified programs. A strong background in counterintelligence and NSPM-33 is required for success.

Qualifications

• Bachelor's degree in Intelligence Studies, International Relations, Cybersecurity, or related field.
• Minimum 5 years of counterintelligence experience in a government or research setting.
• Knowledge of NSPM-33 requirements and research security frameworks.
• Experience with export control regulations (ITAR, EAR) and technology control procedures.
• Proficiency with classified and unclassified intelligence analysis tools and methodologies.

Responsibilities

• Conduct threat assessments and analyses of foreign influence risks to NOAA research programs.
• Analyze intelligence reports and open-source information to identify threats.
• Perform due diligence research on foreign entities seeking collaboration with NOAA programs.
• Develop and refine security policies, export control procedures, and due diligence processes.
• Draft standard operating procedures for counterintelligence in research collaborations.
• Support incident response planning and tabletop exercises for counterintelligence scenarios.
