Job summary

SURVICE Engineering in Belcamp, Maryland, seeks a Senior Procurement Analyst to lead procurement and subcontract activities in a hybrid work environment. You will manage suppliers, negotiate terms, and ensure FAR/DFARS compliance while supporting strategic sourcing initiatives.

The ideal candidate has 10+ years in DoD procurement, strong negotiation and communication skills, and a proven ability to drive cost savings with ITAR/EAR awareness.

Qualifications

• Bachelor's Degree in Business Administration related field OR 8 years of related experience in lieu of degree and 10+ years' experience in DoD and Commercial Procurement and/or Subcontract Management.
• Experience with Deltek Costpoint.
• FAR/DFARS knowledge.
• Track record of strong negotiation skills to achieve best value.
• CPSR experience is a plus.
• Strong skills in the use of Microsoft Suite based applications.
• High level of competence in written and oral communication skills, analytical problem solving, organization, decisiveness, and planning is required.
• Self-starter with great collaboration skills.

Responsibilities

• Establish, maintain, and monitor procurement purchase orders and subcontracts of low to high dollar, risk, and/or complexity.
• Support the selection, development, and management of strategic and preferred suppliers to meet commodity cost and performance goals.
• Establish programs for supplier selection, supplier performance management, and supply base optimization.
• Providing contract-related surge support to the Head of Contracts as needed and occasionally performing departmental oversight duties when the Contracts Department Manager is unavailable.
• Negotiate and administer long-term subcontracts per FAR/DFARS.
• Run market research: manage supplier performance and order fulfillment.
• Handle contract changes, continuous improvement, and risk compliance.
• Negotiate pricing (cost/price, best value) and all key terms: acceptance, delivery, warranty, IP, indemnification, termination and other potential risk areas.
• Track cost savings/avoidance; establish delivery and payment terms.
• Apply Import/Export (ITAR, EAR, DDTC), security, and government contract regs (FAR, DFAR)
• Follow and update procurement policies as needed.
