Job summary

City of Miami Beach is seeking a Procurement Contracting Officer III to lead advanced procurement activities for major architectural, engineering, and construction projects. You will oversee solicitations, negotiations, and contract administration in accordance with federal, state, and local laws.

The role requires a bachelor's degree in a related field, at least five years of procurement experience, and CPPB (or equivalent) certification, with a two-year window to obtain it if not yet achieved.

Qualifications

• Bachelor's degree from an accredited college or university in Business or Public Administration, Business Law, Finance, Purchasing, or closely related field.
• Minimum five (5) years progressively responsible experience in procurement.
• Certified Public Procurement Buyer (CPPB) or equivalent required; if not achieved, must be achieved within two years of hire.

Responsibilities

• Procure or coordinate procurement from need identification to contract execution for architectural/engineering services, construction, and other highly technical professional services.
• Prepare highly technical and complex specifications, solicitation documents and contracts, including related research and value analysis.
• Prepare and analyze competitive bids, proposals, RFQs and SOQs; coordinate industry reviews, pre-bid conferences and evaluation meetings.
• Lead complex negotiations with consultants/contractors regarding scope, prices, and terms; manage contract amendments, extensions and change orders.
• Perform contract administration, liaising between suppliers and departments and ensuring compliance with contract terms and grant requirements.
• Maintain procurement records, ensure integrity of the public procurement process, and provide guidance to staff.
