Job summary

Housing Authority of Baltimore City (HABC) seeks a Senior Manager to lead the Private Asset Management program in Baltimore, MD. You will design and monitor procedures, oversee private management contracts, and ensure compliance with HUD, DHCD, and CDA guidelines while coordinating with developer partners.

Responsibilities include financial modeling, progress tracking, documenting requirements, and advising senior leadership on program strategy.

Qualifications

• Bachelor’s degree in finance, public or business administration, or related field(s) with a minimum of 5 years of experience in affordable housing lending or property management in the public or private sector and 2 years of supervisory experience.

Responsibilities

• Assist with ongoing Private Asset Management projects including RAD; negotiate and assemble documents for closings; monitor progress against HUD, DHCD, CDA, and partners’ deadlines; develop scope of work for procuring private management and ensure compliance.
• Direct private management staff on HABC policies; develop financial/operational reports; track project progress and ensure documentation from HUD, DHCD, CDA and partners within deadlines.
• Develop and enforce policies for the Inclusionary Housing Program; build financial models; respond to information requests from senior staff, Mayor’s Office, City Council, and agencies; participate in hearings and briefings.
• Advise SVP of Private Housing Management on issues affecting major programs; support the agency’s Annual Plan.
• Coordinate communications between privately managed sites and HABC divisions, state/local agencies, residents, and community associations.
• Supervise central office staff monitoring Private Management PHAS reports for HUD compliance; review QA reports and training.
• Develop quantitative models for Private Asset and RAD programs; schedule and manage meetings with senior staff and project teams.
• Be the single point of contact on global issues for HUD, state, CDA, and developers on Private Housing questions.
• Attend community meetings and Board of Commissioners meetings for privately managed sites.
