Job summary

Housing Authority of Baltimore City (HABC) seeks a Sr Mgr, Private Management in Baltimore, MD, to lead the Private Asset Management Program. You will oversee activities related to RAD, LIHTC, and public housing programs, coordinate with HUD/DHCD/CDA, and guide private management partners to meet deadlines and deliver results.

The role requires a Bachelor’s degree in finance, public or business administration and at least 5 years in affordable housing lending or property management, plus 2 years

Qualifications

• Minimum 5 years of experience in affordable housing lending or property management.
• At least 2 years of supervisory experience.
• Experience with HUD, DHCD, RAD, LIHTC, and public housing programs is preferred.

Responsibilities

• Assist with ongoing Private Asset Management projects, including RAD, and coordinate with HUD, DHCD, CDA, and developers.
• Direct private management staff on policies and evaluate program performance with financial/operational analyses.
• Develop, maintain, and enforce Inclusionary Housing Program policies and financial models.
• Advise SVP of Private Housing Management on issues affecting major programs and Annual Plan support.
• Coordinate communications between privately managed sites and city/state agencies, residents, and partners.
• Supervise central office staff monitoring PHAS reports and ensure documentation is compliant.
• Review PHAS-related quality assurance and provide training on PHAS, ACOP, LTA, EIV as needed.
• Develop quantitative models for Private Asset and RAD programs and schedule key meetings.
• Act as single point of contact on private housing questions with HUD, State, CDA, and partners.
• Attend community and Board meetings for privately managed sites.
