Job summary

Northrop Grumman Aeronautics Systems in Melbourne, FL is seeking a Level 3 Principal Proposal Analyst or Level 4 Senior Principal Proposal Analyst to support bid development and cost proposals onsite. The role emphasizes data interpretation, cost estimation, and cross-functional collaboration with internal teams.

Qualifications

• Bachelor’s degree in business, finance, economics or related discipline with 5 years of proposal or material estimating experience; or Master’s degree with 3 years of proposal or material estimating experience.
• Ability to interpret and present complex data.
• Solid understanding of project management and cost estimation principles.
• Knowledge of FAR/DFARs and proposal development standards.
• Experience with Basis of Estimates (BOEs).
• Proficiency with MS Office; Pivot tables and advanced Excel features.
• Ability to obtain a US Government Secret Clearance.
• Ability to obtain and maintain Program Accesses.

Responsibilities

• Provide essential support to programs as a key evaluator and developer of bids.
• Lead/support proposal activities with diverse teams and cross-functional collaboration.
• Develop, plan and schedule proposals.
• Compile cost, schedule, and technical elements in proposals per RFP specifications.
• Coordinate collection of cost, scheduling, and performance data from functional departments.
• Research historical data and develop cost models to support proposals.
• Coordinate activities and participate in fact-finding meetings.
• Participate in should-cost and pricing reviews with management and customer representatives.
• Participate as a member of the contract negotiating team.
• Lead/update Cost Estimating Factors (CEFS) and Allocations used within the program.
