Job summary

Primergy is seeking a Preconstruction Manager to lead CapEx estimation, EPC bid analysis, and constructability reviews across a portfolio of solar PV and BESS projects. You will partner with development, engineering, procurement, interconnection, permitting, and execution teams to de-risk projects before NTP.

The role requires strong analytical skills, effective communication, and the ability to manage multiple projects in a fast-moving environment.

Qualifications

• 10+ years of experience in US power markets, origination, development, strategic
• Bachelor's degree in engineering, construction management, or related field preferred; equivalent combination of education and experience considered.
• Minimum of 8 years of experience in the construction or development industry, with a minimum of 4 years specifically in a preconstruction role for utility-scale solar PV and BESS projects.
• Hands-on experience with capex estimating, constructability review, and EPC bid analysis on large scale renewable energy projects.
• Experience across the project lifecycle from early-stage development to EPC RFP, EPC selection, and NTP preparation.
• Familiarity with construction permitting processes and permit timelines.

Responsibilities

• Create and maintain project-specific CapEx estimates, OpEx forecasts, cost breakdowns, and spend schedules aligned with milestones.
• Update estimates and schedules to support development, interconnection, engineering, procurement, and construction teams.
• Identify and document construction risks and assumptions; track through development lifecycle to de-risk prior to NTP.
• Assist with preliminary geotechnical investigations requirements and site constructability concerns.
• Lead compilation and administration of EPC bid packages with risks and assumptions.
• Maintain RFI logs during RFP stage and coordinate responses from internal SMEs.
• Analyze EPC bids, identify exclusions, and prepare bid comparison matrices for leadership.
• Maintain cost database for capex estimates and forecasting timelines.
• Prepare construction permit lists and integrate requirements into EPC RFPs to de-risk critical path.
• Collaborate cross-functionally to improve processes and boost efficiency.
