Job summary

Primergy is seeking a Preconstruction Manager to drive CapEx estimates, OpEx forecasts, and risk-based EPC bid analysis across a portfolio of solar PV and BESS projects. You will collaborate with development, engineering, procurement, interconnection, and permitting teams to mitigate risk before NTP.

The ideal candidate has 10+ years in US power markets, a technical degree, and hands-on experience guiding preconstruction from early development through EPC selection.

Qualifications

• 10+ years in US power markets, origination, development, strategic
• Bachelor's degree in engineering, construction management, or related field preferred; equivalent combination considered.
• Minimum 8 years in construction or development; 4 years in preconstruction for utility-scale solar PV and BESS.
• Hands-on capex estimating, constructability review, EPC bid analysis on large projects.
• Experience across lifecycle: development to NTP; familiarity with AHJ requirements.

Responsibilities

• Create and maintain CapEx/OpEx estimates, cost breakdowns, and spend schedules aligned with milestones.
• Collaborate with development engineering teams to identify construction risks and de-risk before NTP.
• Support preliminary geotechnical investigations, site constraints, and constructability concerns.
• Lead EPC bid package compilation and administration for risk-aware bids.
• Maintain RFI logs during RFP and coordinate responses to bidders.
• Analyze EPC bids, identify exclusions, and prepare bid comparison materials for leadership.
• Maintain cost database to support capex estimates and project timelines.
• Prepare construction permit lists and ensure permits are captured in EPC RFPs.
• Work cross-functionally to improve processes and efficiency.
