Job summary

Primergy, based in Oakland, California, seeks a Preconstruction Manager to drive cost estimation, EPC bid management, and constructability analysis for a portfolio of solar PV and BESS projects. Qualifications

• 10+ years of experience in US power markets, origination, development, and strategic roles.
• Bachelor's degree in engineering, construction management, or related field preferred; equivalent mix considered.
• Minimum 8 years in construction or development; at least 4 years in preconstruction for utility-scale solar PV and BESS.
• Hands-on capex estimating, constructability review, and EPC bid analysis on large renewables.
• Experience across development to NTP, with familiarity of permitting processes and regulatory interfaces.
• Proven ability to work with federal, state, and local agencies and external stakeholders.

Responsibilities

• Create and maintain project-specific CapEx estimates, OpEx forecasts, cost breakdowns, and spend schedules.
• Generate EPC bid packages, coordinate RFI logs, and support bidding and contracting.
• Lead bid analysis, exclusions tracking, and bid comparison materials for leadership.
• Maintain cost databases and contribute to construction schedule forecasting.
• Prepare construction permit lists and ensure permits are integrated into EPC RFPs.
• Collaborate cross-functionally to improve processes and efficiency.
