Job summary

OneAmerica is seeking a Senior Policy Manager to lead Washington State advocacy, policy analysis, and coalitions to advance immigrant and refugee protections. This role reports to the Chief of Staff and supervises a Policy Analyst, coordinating with organizing, communications, and contract lobbyists.

The position blends policy development, strategic planning, and relationship-building to drive progressive campaigns at the state and local levels, with a hybrid work model based in WA and offices

Qualifications

• 5+ years of experience working in advocacy.
• 1-2+ years of direct management experience.
• Strong public policy analysis and strategic judgment.
• Ability to spot emerging political or policy threats and develop proactive policy solutions.
• Experience managing multiple campaigns, projects, coalitions, or policy portfolios.
• Ability to build productive relationships with lobbyists, elected officials, agencies, advocates and community members.
• Excellent written and verbal communication skills with ability to explain complex subjects.
• Coordinate multiple contributors toward shared policy or advocacy goals.

Responsibilities

• Lead policy analysis, development and strategy for immigrant defense and inclusion, childcare/education, and democracy issues.
• Coordinate Washington State policy and legislative advocacy from concept through implementation.
• Engage with state agencies and contract lobbyists to align priorities with strategy and community needs.
• Integrate lobbying intelligence with policy analysis and organizing priorities for decision-making.
• Supervise the Policy Analyst and ensure coordinated advocacy across teams.
