Job summary

Dhaka Technologies Limited Company is seeking a Senior Program Manager for a DC Government client. You will lead the PeopleSoft HCM resource team and coordinate delivery, staffing, and escalation across Core HR, Payroll, Time & Labor, and related modules.

The role requires extensive IT program management experience, government project background, and proven stakeholder leadership. Hybrid work arrangement and engagement types (W2/1099) apply for a contract role.

Qualifications

• Bachelor's degree in IT, Business, or related field or equivalent experience.
• 16+ years of IT program and project management experience, managing multi-person technical teams.
• Experience managing PeopleSoft HCM engagements or teams (Core HR, Payroll, Time & Labor).
• Experience leading government/public-sector IT programs, DC government preferred.
• PMP certification preferred and strong executive-status reporting skills.

Responsibilities

• Provide day-to-day management, mentorship, and performance oversight for the PeopleSoft resource team.
• Serve as primary escalation point between agency leadership, DCHR, and PeopleSoft team for scope and delivery issues.
• Coordinate cross-functional work across PeopleSoft HCM modules (Core HR, Payroll NA, Time & Labor, Benefits).
• Oversee planning, scheduling, and resource allocation across concurrent PeopleSoft initiatives.
• Track team performance against SLAs and KPIs; drive process improvements in PeopleSoft delivery.
• Facilitate regular status reporting to agency stakeholders on program health, risks, and milestones.
• Support requirements gathering, functional design review, and change management for PeopleSoft projects.
• Manage staffing, onboarding, and succession planning for the PeopleSoft team.
