Job summary

OpenGov Inc. powers more effective government operations and relies on its Accounting team to manage critical payroll operations. The Senior Manager, Payroll will own US payroll end-to-end, ensuring accuracy, compliance, and timely processing across jurisdictions.

This role leads the payroll function, partners with HR, Accounting, and Legal, and may expand to equity administration. This in-office position requires multi-city presence (San Francisco, Chicago, Dallas, Atlanta, or Boston) with a

Qualifications

• 8+ years of US payroll experience, including managing staff
• Experience with federal, state, and local payroll requirements across multiple jurisdictions
• Hands-on experience with Workday Payroll and ADP SmartCompliance
• Proficiency in Excel/Google Sheets and large data analysis

Responsibilities

• Own end-to-end US payroll processing for all jurisdictions
• Oversee payroll tax compliance and audits with authorities
• Partner with HR on 401(k), HSA, and FSA administration and deductions
• Provide RSU tax information and payroll handling in partnership with Accounting/Legal
• Manage quarterly and year-end payroll tax reporting (W-2, 1099, 940/941)
• Reconcile payroll general ledger and support month-end close
• Design and maintain payroll controls for audits
• Improve processes using automation to scale payroll
• Supervise and develop the lead payroll specialist
