Job summary

Galapagos Federal Systems LLC in Hawaii seeks an Organizational Development and UMD SME to support Space Systems Command acquisition reform, focusing on capability delivery and organizational effectiveness.

You will lead manpower policy, unit Manning Documents, and staff alignment initiatives, coordinating with senior leaders to translate findings into actionable documentation and implementation guidance.

Qualifications

• Active TS/SCI clearance eligibility and ability to maintain access to DoD information.
• 10+ years of DoD manpower, personnel, force management, or organizational development experience.
• Ability to travel as required.
• Senior-level experience supporting a major DoD command or equivalent.
• Experience developing, reviewing, validating, and maintaining UMDs or equivalent manpower documents.
• Knowledge of military and civilian manpower policies and force-management principles.
• Experience analyzing manpower requirements, staffing, and workforce categories.
• Experience coordinating manpower and organizational change requests and justification packages.
• Ability to reconcile UMD data with organizational charts and systems.
• Knowledge of DAF and USSF policies and processes.

Responsibilities

• Advise Government leadership on organizational design and manpower policy.
• Assess workload, staffing requirements, and organizational priorities.
• Develop, review, and maintain Unit Manning Documents (UMDs).
• Ensure UMD positions reflect grades, specialties, and duty titles.
• Reconcile UMD data with charts, staff records, and manpower systems.
• Identify shortages, excess authorizations, and gaps impacting missions.
• Prepare manpower change requests and justification documentation.
• Design and refine organizational structures based on mission needs.
• Evaluate changes for readiness, funding, and resources.
• Facilitate manpower working groups and leadership decision forums.
• Develop organizational charts and implementation plans.
• Establish SOPs and data quality controls for manpower information.
• Develop metrics and dashboards for governance.
• Train staff on UMD interpretation and processes.
