Galapagos Federal Systems LLC seeks an experienced Organizational Development and UMD SME to support Space Systems Command (SSC) acquisition reform initiatives, accelerating capability delivery and enhancing organizational effectiveness.

You will assess government acquisition organizations, policies, processes, and workforce requirements to identify barriers and provide actionable reform recommendations, implementation guidance, and senior-leader briefings.

Qualifications

• Active TS/SCI clearance eligibility and ability to maintain access to classified DoD information.
• 10+ years of relevant DoD experience in manpower, personnel, force management, organizational development, or force structure.
• Experience developing, reviewing, validating, and maintaining UMDs or equivalent manpower authorization documents.
• Knowledge of DoD manpower policies, organizational standards, and force-management principles.

Responsabilités

• Advise Government leadership on organizational design, manpower policy, force structure, and workforce alignment.
• Assess mission requirements, functions, workload, and priorities to determine staffing requirements.
• Develop, review, validate, and maintain UMDs to reflect approved manpower authorizations.
• Ensure UMD positions correctly identify grades, occupations, skill levels, duty titles, and workforce categories.
• Reconcile UMD data with org charts, manpower authorizations, personnel records, and HR systems.
• Identify shortages, excess authorizations, and gaps impacting mission execution.
• Prepare manpower change requests, organization change packages, and crosswalks.
• Design and refine organizational structures based on mission requirements and span-of-control.
• Evaluate impacts to readiness, command relationships, funding, facilities, and performance.
• Conduct manpower studies using workload data and stakeholder input.
• Develop manpower requirements, staffing models, and business-case analyses.
• Facilitate manpower working groups and senior-leader decision forums.
• Train manpower staff on UMD interpretation and procedures.
