Senior Operational Energy Financial Analyst/Manager

Overview

Supporting the Office of the Under Secretary of Defense for Acquisition & Sustainment (OUSD(A&S)). This role is remote with occasional travel to the Pentagon and the Mark Center. Clearance: Must be eligible for TS/SCI; active TS/SCI preferred.

At Astrion, we're seeking an experienced Senior Operational Energy (OE) Financial Analyst/Manager to support the Office of Operational Energy Innovation (OE-I). This role involves managing over $240 million annually in energy innovation projects across multiple domains, directly impacting national defense strategies and technological advancements.

Responsibilities

• Lead financial oversight of 100+ energy innovation projects, ensuring proper use and tracking of Military Interdepartmental Purchase Requests (MIPRs).
• Monitor project execution, obligations, expenditures, and report discrepancies.
• Support funding allocation for space energy, nuclear innovation, and multi-domain energy strategies.
• Provide financial analysis and reporting to inform high-level decisions.
• Contribute to policy and strategy development for DoD energy innovation.

Key Tasks

• Manage MIPR funding processes, documentation, compliance, and reporting.
• Analyze financial data and develop recommendations for leadership.
• Collaborate with service project managers on OE initiatives.
• Support budget development and funding strategies for space, cyber, and multi-domain energy programs.
• Create reports, presentations, and briefings for senior leaders.
• Assist in developing classified and unclassified energy strategy documents.

Qualifications

Required:

• Bachelor's degree (preferably in finance or accounting); Master's preferred.
• 11-15 years in financial management, technical analysis, or defense acquisition.
• At least 5 years of experience with MIPR scheduling and DoD financial systems.
• Knowledge of DoD financial regulations (Form 7600 series, DoD 7000.14-R).
• Excellent organizational, analytical, and communication skills.

Preferred:

• Active TS/SCI clearance.
• Experience with OSD program offices, space/nuclear energy, or operational energy portfolios.
• Familiarity with DoD acquisition, budgeting, and strategic planning.

Work Environment & Travel

• Primarily remote with periodic travel (10-20%) to the Pentagon, Mark Center, or project sites.
• Occasional international travel possible.
• Ability to navigate operational sites and carry light materials.
