Job summary

Atlas seeks a Senior NEPA Planner to guide complex Southeast transportation projects from planning through environmental approval. You will work with a multidisciplinary team to develop NEPA documentation and manage scopes, budgets, and schedules.

The role involves coordinating with GDOT, DOTs, regulators, and stakeholders, with travel up to 25% and options for hybrid or remote work across GA, LA, TN, or the Carolinas.

Qualifications

• Bachelor’s or Master’s degree in Planning, Environmental Sciences, or a closely related field.
• 8–15 years of professional experience with planning-level analysis and NEPA documentation.
• Ability to travel up to 25% of the time, including overnight travel.
• Experience with Georgia GDOT preferred but not required.
• Proven ability to produce high-quality work products.
• 5+ years as a seller-doer for DOTs.
• Knowledge of NEPA, GEPA, GEPA
• Proficiency with Adobe Acrobat, Bluebeam Revu, MS Office, AutoCAD/Civil 3D.
• ArcGIS Pro and ESRI Field Maps preferred.
• Hybrid or remote work capability.

Responsibilities

• Perform environmental planning for DOT projects in the Southeast.
• Prepare NEPA documentation (PCEs, CEs, EAs, FONSIs, EISs).
• Lead coordination within an interdisciplinary NEPA team.
• Develop project scopes, budgets, and schedules.
• Read and interpret transportation plans and specs.
• Identify risks and implement mitigation strategies.
• Prepare materials for public involvement meetings and respond to comments.
• Apply MOUs to transportation projects.
• Conduct land use research to support NEPA.
• Maintain DOT TPro updates, Primavera P6 schedules, progress reports, and meeting minutes.
• Support business development with technical and fee proposals.
• Coordinate with project stakeholders and regulatory agencies.
