Job summary

Atlas is seeking a Senior NEPA Planner IV to shape environmental planning for major Southeast transportation projects, including GA, TN, the Carolinas, and LA. The role supports planning through environmental approvals, leading cross-disciplinary teams to improve mobility and growth.

The position can be hybrid or remote, with travel up to 25%. Candidates should have 8–15 years of NEPA experience and strong collaboration skills to work with GDOT and other agencies.

Qualifications

• Bachelor’s or Master’s degree in Planning, Environmental Sciences, or related field.
• 8–15 years of NEPA experience with planning-level analysis.
• Travel up to 25% of the time, including overnight.
• GDOT experience is preferred but not required.
• Proven ability to produce high-quality work products.
• 5+ years as seller-doer for DOTs.
• Strong NEPA, state acts, and GEPA knowledge.
• Proficiency with ArcGIS Pro and ESRI Field Maps preferred.

Responsibilities

• Perform environmental planning for Southeast DOT projects.
• Prepare NEPA documentation: PCEs, CEs, EAs, FONSIs, EISs.
• Lead coordination within an interdisciplinary NEPA team.
• Develop project scopes, budgets, and schedules.
• Read and interpret transportation plans and specs.
• Anticipate risks and implement mitigation strategies.
• Prepare materials for public involvement meetings and respond to comments.
• Understand and apply MOUs to projects.
• Conduct land use planning research to support NEPA.
• Maintain DOT TPro updates, Primavera P6 schedules, progress reports, meeting minutes.
• Support business development with technical and fee proposals.
• Coordinate with project stakeholders and teams.
