Job summary

E-Logic, Inc. is seeking a Senior Management Analyst to lead business and financial management support for a U.S. Navy major surface combatant shipbuilding program office.

The analyst will lead a team of financial analysts supporting the full Planning, Programming, Budgeting and Execution (PPBE) cycle. This includes budget formulation and justification, POM, financial execution in Navy ERP, Government Furnished Equipment budgets, task planning, account reconciliation and audit readiness.

Qualifications

• Bachelor's or advanced degree in a business or technical field.
• 15+ years of experience in financial/cost analysis, engineering/science management or operations research analysis.
• Significant experience in U.S. Navy programs or operations.
• Supervisory experience and ability to lead a team.
• Experience communicating with SES and Flag-level personnel.
• Proven ability to support contracts efficiently and cost-effectively.

Responsibilities

• Lead development and submission of budget exhibits in line with timelines.
• Support POM development, out-year forecasting and budget justification.
• Prepare documentation to defend budget positions to senior officials and Congress.
• Oversee Navy ERP project structures, funds allocation and financial phasing.
• Track obligations and expenditures and report status to senior leaders.
• Support GFE budgets, PARM reviews, and requirements allocation.
• Perform account reconciliation, financial closeout and performance assessments.
• Lead, mentor and assign work to budget and financial analysts.
