Job summary

E-Logic, Inc. seeks a Senior Management Analyst to lead financial management support for a U.S. Navy major surface combatant shipbuilding program office near the Washington Navy Yard. The analyst will supervise a team of financial analysts across the full PPBE cycle, including budget formulation, justification, POM and audit readiness.

Hybrid work with on-site duties at the program office and occasional travel are required; U.S. citizenship and active security clearance are mandatory.

Qualifications

• Bachelor's or advanced degree in a business or technical field
• More than 15 years of experience in financial/cost analysis, engineering/science management or operations research analysis
• Significant experience in U.S. Navy programs or operations
• Supervisory experience
• Experience communicating with SES and Flag-level personnel
• Proven ability to support contracts efficiently and cost-effectively

Responsibilities

• Lead development and submission of budget exhibits (P-, R-, IT and BOCS exhibits) in line with Navy, OSD and President's Budget timelines
• Support POM development, out-year forecasting and budget justification
• Prepare documentation to defend budget positions to OPNAV, FMB, OSD Comptroller and Congress
• Oversee Navy ERP project structures, funds allocation, cost planning, funding documents and financial phasing plans
• Track obligations and expenditures against execution benchmarks, and report execution status to senior leaders
• Support Government Furnished Equipment budget guidance, Participating Acquisition Resource Manager (PARM) reviews and GFE allocation management
• Support requirements allocation and annual task planning
• Perform account reconciliation, financial closeout and financial performance assessments
• Analyze change orders and their budget impacts
• Respond to NAVSEA Comptroller data calls, Financial Management Reviews, Execution Reviews and audit readiness requirements
• Lead, mentor and assign work to budget and financial analysts
• Develop process documentation and training, and recommend process improvements
