Job summary

Noblis MSD is seeking a Senior Navy Maintenance and Modernization Professional to support policy development and data-driven decision support for Naval Surface Ship Maintenance. The role requires an ACTIVE Secret clearance and US citizenship, with work concentrated around the Tidewater area and occasional CONUS/OCONUS travel.

The candidate will drive SCORE-enabled analytics, build POM papers, and guide enterprise-wide maintenance policy with senior leadership.

Qualifications

Must be a US Citizen.
Must have an active Secret level clearance.
Must be located in the Mid-Atlantic Region and capable of working from the CNRMC facility on the Naval Station.
Master's degree in relevant technical field with 8 years of relevant experience, or a bachelor's degree with 10 years, or an associate's with 13 years, or a high school diploma with 16 years of relevant experience.

Responsibilities

Develop written policy drafts in support of Surface Maintenance guidance and requirements.
Develop strategic initiatives and implementation plans with analytics and predictive modeling.
Provide oversight of enterprise-wide process and policy alignment using SCORE and other tools to generate metrics and real-time reports.
Support the Waterfront Operations Community of Practice with agendas and notes.
Develop POM papers utilizing analytics to identify resource needs and gaps.
Participate in program development from ideation to implementation, leveraging AI for historical analysis and predictive analytics.
Prepare readiness materials integrating multiple data sources through SCORE.
Evaluate enterprise-wide data related to surface ship maintenance and modernization for leadership presentations.
