Job summary

Noblis MSD seeks a Senior Navy Maintenance and Modernization Professional (ACTIVE Secret clearance) to support CNRMC C300 in policy development, data analytics and decision support for Surface Navy maintenance and modernization initiatives.

The role emphasizes SCORE integration, analytics, and cross‑agency collaboration, with intermittent travel and on‑site government work in the Mid-Atlantic region.

Qualifications

• Master's or bachelor’s degree in a relevant technical field with extensive related experience.
• Must be a US Citizen.
• Must have an active Secret level clearance.
• Must be located in the Mid-Atlantic Region and able to work from the CNRMC facility at Naval Station.

Responsibilities

• Develop written policy drafts to support Surface Maintenance guidance and requirements.
• Develop strategic initiatives supported by big data analytics and predictive modeling.
• Provide oversight of enterprise-wide process and policy alignment using SCORE and other tools.
• Support Waterfront Operations Community of Practice and draft agendas and notes.
• Support KSNs and working groups representing C300 as needed.
• Develop POM papers utilizing analytics to identify resource requirements and gaps.
• Participate in project development from ideation to implementation using PMF and related analyses.
• Contribute to change management for Surface Navy Maintenance and Modernization with data-driven decision support.
• Prepare readiness materials integrating multiple data sources through SCORE.
• Support SRF-JRMC using integrated data from SMDII, NDE, COSMOS and other systems.
• Evaluate maintenance program effectiveness through FMAA and related assessments.
• Analyze enterprise data to provide senior staff with actionable insights.
