Job summary

Systems Planning and Analysis, Inc. (SPA) is seeking a Sr. Requirements Analyst to support the NC3 Modernization Program on-site in Norfolk, VA.

The role focuses on managing requirements, benefits realization, security policies, and collaboration with NATO and allied organizations to ensure capability alignment. Ideal candidates will have 3+ years in requirements engineering, NATO/DoD governance experience, and an active clearance.

Qualifications

• Bachelor’s degree required.
• 3+ years in the last 10 in requirements engineering, including elicitation & management.
• Experience in capability development with NATO/DoD governance models.
• Experience in CIS/Infrastructure programs in classified environments.
• Experience with IBM Rational DOORS or equivalent.
• Proficiency with Microsoft tools.
• Active National or NATO Secret clearance.
• Passport from a NATO member nation and ability to work on-site in Norfolk, VA.

Responsibilities

• Support NC3 iCMO in managing and developing NC3 capability.
• Review and update requirements management and benefits realization plans.
• Coordinate with stakeholders across NATO and partner organizations.
• Ensure engineering outputs align with CIS/infrastructure requirements in classified environments.
• Develop Capability Programme Plans sections and manage DOORS-based requirements work strands.
