Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Sr. Requirements Analyst - Federated Interoperability to provide onsite support in Norfolk, VA. The role covers federated interoperability across the capability lifecycle and requires coordination with NATO and national stakeholders.

The candidate will elicit and document interoperability requirements, contribute to policy development, and manage events and meetings for cross-functional teams. Travel up to 30 days/year may be required.

Qualifications

• 5 years in multinational collaboration, coordination, preferably in NATO or equivalent multinational environments.
• 3 years supporting interoperability initiatives across multiple stakeholders and nations (CWIX, TIDE, FMN, IO360).
• 3 years managing interoperability requirements including governance, data collection and reporting.
• 3 years coordinating events and meetings for cross-functional teams and stakeholders.
• 3 years producing meeting notes, action lists, reports and briefings for high-level audiences.

Responsibilities

• Support federated interoperability activities across the capability lifecycle.
• Elicit, capture, and document interoperability requirements across DOTMLPFI aspects.
• Develop and refine policies, directives, concepts, and processes for federated interoperability.
• Coordinate with Communities of Interest and prepare participants for interoperability events.
• Monitor data quality and support reporting and analysis for interoperability data.
