Responsibilities

  • Support NC3 iCMO in management and development of the NC3 capability, including updating requirements management and benefits realization plans, security policies, and classification guides.
  • Engage with stakeholders across political, operational, and tactical levels, coordinating with Allied Command Operations, NATO Nations, NATO Headquarters, agencies and host nations.
  • Collaborate with Requirements and Quality Assurance branches to keep NC3 aligned with NATO standards and practices.
  • Manage Benefits Realization work strands, track technical requirements, and ensure validity and traceability in CIS/infrastructure environments.
  • Develop and author sections of Capability Programme Plans and manage requirements within the DOORS system.

The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, includingthe generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.

We have a near-term need for a Sr. Requirements Analyst - NC3 Modernization Program to provide onsite support out of Norfolk, VA.

Responsibilities

The successful candidate will support the NC3 iCMO in the management and continued development of the NC3 capability, including the ongoing review and update of Requirements Management and Benefits Realization plans, security policies, supporting documentation, and classification guides. The position will assist with stakeholder engagement and communications across the political, operational, and tactical levels, working with Allied Command Operations (ACO), NATO Nations, NATO Headquarters, agencies, and other key stakeholders to identify and refine capability requirements, policy developments, and relevant engineering publications. The candidate will also collaborate with Requirements and Quality Assurance branches across HQ SACT and other organizations to ensure the NC3 programme remains aligned with NATO standards and best practices.

The role will manage the Benefits Realization work strand as capability management products are developed and projects are delivered. Responsibilities will include working with agencies, stakeholders, end users, and host nations to develop comprehensive and measurable Capability Acceptance Criteria and to track technical requirements, ensuring their validity, traceability, and alignment with CIS and infrastructure requirements in classified environments. The candidate will also support the development and authoring of relevant sections of Capability Programme Plans and manage requirements, outputs, and associated developments within the DOORS requirements management system.

The successful candidate will ensure that these activities are effectively integrated with the broader work of the NC3 iCMO, other capability teams, and related programme work strands. This position requires strong requirements-management, stakeholder-engagement, coordination, and technical-documentation skills, along with the ability to work effectively across multiple NATO organizations and capability areas.

Qualifications
Required:
  • Bachelor’s degree.
  • Demonstrate a minimum of 3 years in the last 10 in the field of requirements engineering to include requirements management and requirements elicitation.
  • Experience in capability development, ideally working with the NATO Common Funded Capability Delivery Governance Model for capability development, implementation and service management, or national equivalent.
  • Experience in capability development in CIS/Infrastructure related programs in classified environments.
  • Experience with IBM Rational DOORS or equivalent.
  • Proficiency in Microsoft Tools.
  • Active National or NATO Secret clearance.
  • Valid Active Passport from a NATO Member Nation.
  • Able to work fully on-site in Norfolk, VA based on the clients needs.
Desired:
  • Understanding of Enterprise Architecture (TOGAF, NAF, DODAF).
  • Project/Program Management Certifications.
  • Knowledge of Military Acquistion Frameworks.

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $120,000.00/Yr. - USD $160,000.00/Yr.
