Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Sr. Space Program Management Analyst to provide onsite support in Norfolk, VA. The role requires a Bachelor's in Science and a SECRET clearance, with 5+ years in NATO capability development and program management.

You will coordinate across international and Defense stakeholders to synchronize capability plans, manage risks, and deliver program artifacts. Travel up to 30 days yearly.

Qualifications

• Bachelor’s degree in Science required.
• Active NATO or National SECRET clearance for duration of contract.
• 5+ years in NATO capability development, program management, or defense acquisition.
• Knowledge of NATO Space policy, CPP governance, and PMT processes.
• 3+ years knowledge of C2 systems within last 10 years (military or civilian).
• 3+ years knowledge of Capability Development and Management in C2 area.
• Experience with multinational programs and senior-level governance bodies.
• Program/Project management experience in complex, dynamic programs.
• Working knowledge of Configuration Management methods.
• Working knowledge of Capability Architectures.
• Experience with IBM Rational DOORS or equivalents.

Responsibilities

• Support NATO Space Branch PMT in delivering the NATO Space Capability Program Plan across tranches and projects.
• Coordinate program execution with HQ SACT, SHAPE, AIRCOM Space Theatre Component, NCIA, NSPA, NATO nations, and partners.
• Develop and maintain program management artifacts (proposals, plans, reviews, risk registers, dashboards, schedules, roadmaps).
• Synchronize OSS, SDA, SDC capabilities and assess risks and dependencies.
• Engage with NCIA architects and stakeholders to support architecture development and requirements refinement.
• Contribute to governance, PMT meetings, and senior leader engagements; support experiments and exercises.
• Interact with industry and commercial space providers to advance NATO's Commercial Space Strategy.
• Prepare reports, briefings, analyses, and status updates for ACT Space Branch leadership.
• Travel up to 30 days per year as needed.
