Job summary

Base-2 Solutions, LLC. seeks a senior collection management expert to support USCYBERCOM intelligence requirements, operations, and planning from its Fort Meade area offices.

The role spans SIGINT, HUMINT, OSINT, and GEOINT, with tasks to validate, deconflict, and coordinate collection across the IC and DoD. Responsibilities include leading multi-discipline collection strategies, supporting Title 10 ISR and Title 50 SIGINT tasking, and developing collection matrices and prioritized lists.

Qualifications

• In-depth knowledge of the assigned intelligence mission and mastery of qualitative and quantitative analytic methods.
• Ability to conduct rigorous research, evaluate multiple information sources, defend analytic judgments, and revise assessments when new evidence emerges.
• Ability to work independently with minimal oversight, collaborate across the IC, and communicate complex findings clearly in written products and briefings.
• Ability to review analytic products for sound arguments, tradecraft standards, and supported conclusions; knowledge of IC/DoD classification guidelines.
• Proficiency in intelligence collection disciplines, collection requirements management, and related databases, tools, and processes.
• Graduation from an in-residence DoD or IC collection management course.
• Proficiency in statistical analysis using MATLAB, SPSS, SAS, S-PLUS, or R.

Responsibilities

• Develop, integrate, and assess multi-discipline collection strategies across SIGINT, HUMINT, OSINT, and GEOINT.
• Review, validate, prioritize, consolidate, and deconflict collection requirements with IC agencies.
• Support Title 10 ISR and Title 50 SIGINT tasking deconfliction for Cyber Mission Force operations.
• Use collection systems such as CHROME, NSRP, POSTMAN, and GIMS; create matrices and prioritized lists.
• Identify collection gaps and refine strategies with analysts and planners.
• Coordinate IC working groups, policies, and collection orchestration.
• Assess collection effectiveness with metrics, MOEs, statistics, and visualization.
• Leverage automation and AI/ML to optimize collection and reporting processes.
