Job summary

Phillips 66 Midstream in Houston, TX seeks a Project Manager III to oversee large midstream projects from funding through commissioning, driving safe, on-time and cost-effective delivery.

Lead multiple projects up to $100MM, manage engineering/construction resources, and ensure schedules, budgets, and regulatory compliance align with business goals. Travel up to 40% to sites and offices is required, PMP/PE preferred and SAP experience a plus.

Qualifications

• Legally authorized to work in the job posting country.
• High School Diploma or GED equivalent.
• 5 years of PM experience in midstream/oil & gas or related infra.
• Experience managing engineering and construction contractors.
• Proficiency in FEL, CPM, change management, cost and schedule mgmt.
• Willingness to travel up to 40% to project sites and offices.

Responsibilities

• Coordinate and manage multiple capital projects up to $100MM from funding through commissioning.
• Define scope, develop cost estimates, schedules, risk evaluations, and execution plans.
• Lead safety, quality, schedule, and cost performance initiatives.
• Manage internal/external engineering resources for timely delivery.
• Lead bid evaluations and supplier/vendor selections.
• Maintain project documentation, status updates and risk registers.
• Ensure regulatory permitting and ROW/compliance requirements.
