Job summary

JLL seeks a Manager of Development and Project Entitlements to oversee retail development projects across the continental United States. The role requires 15+ years in retail and commercial development with deep entitlement expertise, coordinating with landlords, developers, architects, and civil engineers.

You will drive client service excellence, optimize timelines, and lead multi‑disciplinary teams through zoning, permitting and utility coordination to maximize project success.

Qualifications

• 15+ years in civil engineering, architecture, or real estate development with retail focus.
• Strong knowledge of zoning, land use, approvals, and entitlement processes.
• Proficient in project management scheduling tools and data tracking.

Responsibilities

• Deliver exceptional client service through technical expertise and stakeholder management.
• Lead entitlement processes from zoning to utility coordination and permit approvals.
• Develop and optimize process playbooks, KPIs, and due diligence reviews.
• Advise on landlord work letters, zoning requirements, and entitlements strategies.
• Foster collaboration across transaction, design, and construction teams.
