Job summary

JLL is seeking an experienced Manager of Development and Project Entitlements to lead retail development projects across the continental United States. You will guide entitlement processes, coordinate with landlords, developers, expeditors, architects, and civil engineers, and drive timely permit approvals.

This senior role requires a minimum of 15 years in retail and commercial development, with deep expertise in zoning, land use, environmental permits, and utility coordination, plus strong

Qualifications

• Bachelor's degree required with 15+ years in civil engineering, architecture, or real estate development emphasizing retail construction.
• Strong knowledge of zoning, land use regulations, and entitlement processes across jurisdictions.
• Experience managing projects from lease negotiation through entitlement, permitting, construction, and close-out.

Responsibilities

• Deliver exceptional client service through technical expertise, effective communication, and strategic relationship management.
• Guide project delivery from inception through permit authorization and utility provisioning; oversee entitlement processes.
• Develop and refine tracking mechanisms to identify schedule acceleration opportunities and monitor consultant performance.
• Provide expert consultation on complex developments, advising on zoning requirements and environmental entitlements.
• Foster collaboration between transaction, design, and construction teams and mentor junior staff.
