Job summary

JLL is seeking an experienced Manager of Development and Project Entitlements to lead complex retail development projects across the continental United States. This senior role requires 15+ years of retail development and deep entitlement knowledge, coordinating with landlords, expeditors, architects, and engineers to ensure timely permit approvals.

Qualifications

• Bachelor's degree in Architecture, Engineering, Construction Management, or Business; advanced degree preferred.
• Minimum 15 years of relevant experience in civil engineering, architecture, or real estate development with emphasis on retail construction.

Responsibilities

• Deliver exceptional client service through technical expertise and strategic relationship management.
• Provide leadership from inception through permit authorization and utility provisioning; oversee entitlement processes and coordination.
• Develop tracking mechanisms and KPI dashboards; optimize processes and monitor external consultants.
• Offer expert consultation on complex developments including zoning, environmental entitlements, and utility acquisition.
• Foster collaboration between transaction, design, and construction teams; train and develop staff in retail development methodologies.
