The National Security Technology Accelerator (NSTXL) harvests innovative technology from the commercial and non-defense marketplace, transforming government innovation whiledecreasing costs compressing timelines, and improving outcomes. We offer a unique and simplified approach to rapidly develop, demonstrate, and assess prototypes that address a range of operational and installation needs, from individual Warfighter technology to large-scale installation projects. NSTXL supports the delivery of technology to the Department of Defense by serving as a one-stop shop to match government requirements with innovative private-sector and academic solutions.

NSTXL is creating an ecosystem of innovators to collaborate and bring next generation technologies to the end-user. Currently, our OTAs have more than 900 corporate, non-profit, educational, and financial institution members. For these members, NSTXL offers opportunities to bid on government contracts, education and training, and live/virtual forums on a wide variety of topics.

Job Description

Are you a strategic operator who thrives in complex environments, knows how to build strong partnerships, and can drive systems forward without missing the details? We’re looking for a Senior Manager, Ecosystem Operations to lead the day-to-day execution and coordination of one of the nation’s most ambitious semiconductor design initiatives: the Cross-Hub Enablement Solution (CHES).

In this role, you’ll oversee the infrastructure, vendor relationships, and operational workflows that support scalable access to Electronic Design Automation (EDA) tools across the Microelectronics Commons Hubs. You’ll work across legal, technical, and program management teams to ensure that CHES delivers not just on time—but with lasting impact.

What You'll Do

  • Manage the daily execution of CHES operations, ensuring infrastructure delivery, vendor alignment, and smooth program function.
  • Build and maintain trusted relationships with vendors, stakeholders, Hubs, and internal teams to support successful collaboration and execution.
  • Lead the development and enforcement of agreement structures between ecosystem participants—including system administrators, project performers, and software providers.
  • Identify and resolve operational risks or inefficiencies, driving process improvements and automation initiatives that support long-term success.
  • Support governance and compliance efforts in partnership with program leadership and legal teams.
  • Monitor budgets, track performance, and generate reports that inform strategic decisions and enhance transparency.
  • Drive operational alignment with the broader goals of CHES and the Microelectronics Commons mission.
  • Facilitate communication with the CHES Steering Committee and provide actionable insights that shape program strategy and execution.

What You Bring

  • Bachelor’s degree in Business, Finance and/or Economics .
  • 7+ years of progressively responsible experience in project execution experience in the software industry.
  • 3+ years of experience managing a team.
  • Proven experience managing complex, multi-stakeholder programs with contractual oversight, especially involving cloud architecture and vendor ecosystems.
  • Strong understanding of what it takes to establish and operate a semiconductor design environment, including the technology and partnerships involved.
  • Ability to drive execution, optimize workflows, and scale operations in a dynamic and collaborative environment.
  • Exceptional communication, negotiation, and leadership skills—you can work seamlessly across legal, technical, and operational teams.
  • Confidence managing agreement structures, monitoring compliance, and supporting strategic decision-making.

Nice to Have

  • Background in semiconductor design, fabrication, or engineering operations.
  • Experience working within or adjacent to federal or defense innovation programs.
  • Familiarity with EDA platforms, licensing frameworks, or cloud-native architecture.
