Job summary

STV, Inc. is seeking a Senior Land Development Project Manager to lead civil/site development programs, mentor technical staff, and strengthen client relationships across public and private sectors in the Baltimore-Washington corridor.

This role oversees projects from concept through design, permitting, bidding, and construction closeout, coordinating with multi-disciplinary teams, managing scope, schedule, budget, and quality, and supporting proposals and business development.

Qualifications

• Bachelor's degree in Civil Engineering is required; Master's preferred.
• PE license in MD, DC, or VA or ability to obtain.
• 15+ years of progressive land development engineering and project management experience.
• Experience managing staff and delivering projects in public/private sectors.
• Strong knowledge of Maryland/DC area permitting processes.
• Proficiency in AutoCAD Civil 3D or MicroStation and MS Office.

Responsibilities

• Lead and manage land development and site civil projects from concept to closeout.
• Develop, monitor, and control project scope, schedule, budget, staffing, and quality.
• Serve as primary client contact; communicate progress and obtain direction.
• Mentor project staff and coordinate with subconsultants.
• Review plans/reports for technical accuracy and quality.
• Lead meetings and manage agency/stakeholder approvals.
• Prepare proposals, scopes of work, and fee estimates.
• Provide engineering direction on site design, grading, and utilities.
