Job summary

STV, Inc. is seeking a Land Development Project Manager to lead civil/site development projects in the Mid-Atlantic, mentoring staff and strengthening client relationships across public and private sectors.

You will oversee projects from concept through design, permitting, bidding, and construction closeout, manage scope, schedule, budget, and quality, and contribute to proposals and business development in the Baltimore–Washington region.

Qualifications

• Bachelor's degree in Civil Engineering; Master's preferred.
• PE license in MD, DC, or VA or ability to obtain within a reasonable timeframe.
• 10+ years of progressive land development engineering and project management.
• Experience managing staff and delivering projects in both public and private sectors.
• Strong knowledge of Maryland, Washington, DC permitting processes.
• Proficient in AutoCAD Civil 3D or MicroStation and MS Office.
• Ability to manage multiple concurrent projects.
• Excellent verbal, written, and interpersonal communication; able to lead meetings.

Responsibilities

• Lead land development and site civil projects from concept to closeout.
• Develop, monitor, and control project scope, schedule, budget, staffing, and quality.
• Serve as primary client contact; discuss progress and satisfaction.
• Coordinate and mentor project staff and subconsultants.
• Review plans, reports, and specs for technical accuracy.
• Facilitate meetings and manage agency approvals.
• Prepare proposals, scopes of work, and fee estimates; support BD.
• Provide engineering direction on site design, grading, stormwater, utilities, permitting.
• Lead community engagement as required by project needs.
• Manage financial aspects: tracking, invoicing, profitability, cash flow.
