Job summary

The Housing Authority of the City of Los Angeles is seeking a Senior Human Resources Analyst - Labor Relations. This at-will role reports to the Director of Labor & Employee Relations and focuses on developing and managing labor relations programs, serving on the management bargaining team, and coordinating with bargaining units to support negotiations.

The incumbent will analyze contracts, advise on interpretation, track labor law changes, and prepare executive reports.

Qualifications

• Bachelor’s degree and five years of public sector HR experience including labor relations.
• Experience participating in collective bargaining and labor negotiations.
• Equivalent combination of education and experience accepted.

Responsibilities

• Assist in developing, implementing and managing HACLA’s labor relations programs.
• Serve on the management bargaining team and liaise with bargaining units during negotiations.
• Provide guidance on contract interpretation and compliance to managers and HR staff.
• Support research and data analyses to inform bargaining strategies and proposals.
• Prepare executive-level reports and communications on labor relations matters.
