Job summary

The Navy Exchange Service Command is seeking a Labor/Employee Relations Specialist III to perform a mix of labor and employee relations functions. The role includes serving as a chief negotiator, advising management on policy and arbitration issues, and developing policies and procedures in line with regulations.

Qualifications

• 3 years of responsible general experience in non-routine work.
• 1 year of academic study above high school may substitute for 9 months of experience, up to a 4 year bachelor's degree for 3 years of general experience.
• 4 years of progressively responsible experience in personnel management, employee relations, negotiation and administering labor agreements.

Responsibilities

• Provides advisory services of a technical nature for collective bargaining negotiations.
• Answers and resolves inquiries regarding policy/procedures and labor/employee relations.
• Reviews input from managers and prepares management proposals.
• Acts as chief spokesperson or advisor in negotiations for management.
• Advises on arbitration decisions and FLRA precedents and analyzes related cases.
• Develops/writes new or revised policies and procedures and drafts manuals.
